Abstract
The increasing deployment of OTT (Over The Top) multimedia services in connected vehicular environments introduces important challenges for maintaining stable Quality of Experience (QoE) under dynamic 5G network conditions. Variations in radio coverage, bandwidth availability, and concurrent user density directly affect adaptive streaming performance, leading to playback interruptions and perceptual quality degradation. This paper presents a QoE-as-a-Service (QoEaaS) framework for evaluating OTT streaming quality in 5G-enabled vehicular scenarios. The proposed system combines radio telemetry acquisition, bandwidth estimation, DASH streaming emulation, and ITU-T P.1203 QoE assessment into a unified evaluation architecture capable of reproducing realistic mobility conditions. The framework generates bandwidth evolution scenarios from real radio telemetry measurements and executes controlled multi-player DASH experiments under shared cellular resource conditions. Experimental results obtained over representative Good, Medium, and Problematic routes demonstrate that increasing user concurrency and deteriorating radio conditions produce significant reductions in buffer occupancy, higher rebuffering activity, and progressive QoE degradation. The analysis additionally identifies operational limits in terms of concurrent users, providing a scalable methodology for QoE-aware OTT service evaluation and capacity planning in 5G vehicular environments.
